What bird is it?

there is an unusual bird running around in my street it is pheasant like with a white head and neck with flecks of grey a white tummy brown belly with flecks of green and blue with very distinctive orange feathers in the tail on top of brow feathers has a dark beak??? what is this bird as i cannot find it anywhere on the net
