I was wondering since they were almost starved to death if it could affect them mentally?

Mixed breed kitten. About 2 1/2 weeks ago my daughter found 3 kittens in her apartment house parking lot with no sign of mother cat around. plus the condition of the kitten suggest that they were removed from mother cat and dumped. My daughter thought they were new borns but upon examinting them their eyes are wide open, teeth were beginning to show and two were purring after feeding them. These three kittens were extremely malnourish and boney. I have never seen kittens in such horrible shape. I have been feeding them by bottle with the cat milk they sell in pet stores. They all were doing ok until a couple of days ago when one of them has refused to eat and I have gone back to using a medicine syringe giving it milk a little at a time. And also if there is something else I could do?
