Can a USB>blue tooth adaptor be used to get my laptop online via my cell phone which is blue tooth recognized

I have a laptop pc that I bought a USB>Blue tooth plug in gizzy.....plugs into the laptop...I am supposed to be able transfer photos from my cell phone to the pc...laptop and cell phone recognize each other but I don't know how to make the transfer. ALSO can this blue tooth adaptor be used to get my laptop online using a dialup number via my cell phone?
